Who Really Built Modern Bhubaneswar? Otto Königsberger vs Julius Vaz

Hey guys! 👋 Jai Jagannath ⭕️ ❗️⭕️

Bhubaneswar, the Temple City, has over a thousand years of history, but the modern Bhubaneswar we live in today is much younger. It was planned from scratch in the late 1940s as the new capital of Odisha, making it one of independent India’s first planned cities. 🏙️

Ask most people who designed it, and you’ll hear one name: Otto Koenigsberger, the German architect behind the master plan. But there’s another name in the story: Julius Vaz, the man who worked to build the city on the ground. 🤔 So who really built modern Bhubaneswar? Let’s find out!

Otto Koenigsberger: The Planner

otto koenigsberger

Born in Berlin on 13 October 1908, Otto Koenigsberger was a German-Jewish architect and town planner who escaped Nazi Germany, worked across India, and later came to Odisha. He planned Bhubaneswar as a linear city: a central spine with self-contained neighbourhood units, single-storey homes, and shopping squares set back from fast traffic so people could shop safely. The idea was to bring the best of small-town life into a capital city. 🌳

Fun fact: for years, many people believed Le Corbusier had planned Bhubaneswar, simply because Chandigarh was being built at the same time! 😂 Koenigsberger had also hoped for a Gandhi memorial in the style of an Ashokan pillar, but that never got built. He left the project early and Odisha by 1951.

Julius Vaz: The Builder

Julius Vaz was the Government’s chief architect, born in Goa, and he’s the man who gave the capital its look. He designed Rabindra Mandap, and Raj Bhavan began construction under him on 1 January 1958. His style borrowed from Odisha’s temple heritage, but used modern construction. He also built wide, shaded corridors, which helped officials work comfortably in Bhubaneswar’s heat before air conditioning. ☀️

Vaz worked with Koenigsberger on the master plan despite their differences, and later took on a bigger role in designing the key buildings of the Capital complex.

They did disagree, and the state government didn’t follow every part of Koenigsberger’s vision. Some buildings turned out bigger than his model units allowed, and the plan was revised many times by many officials.

So, who really built Bhubaneswar? 🤔

If you mean the plan (the roads, the units, the open space), it’s Otto Koenigsberger. If you mean the buildings (the Capital complex you can see and touch), it’s Julius Vaz. Koenigsberger drew the blueprint, and Vaz made it concrete. Without one there’s no plan, and without the other there’s no capital. 🏙️

Next time you drive through the wide streets of Unit-1, remember: two architects, two visions, one city! Which one would you give the credit to? Tell us in the comments! 👇
